abkslmandClaude Fable 5 b439f8e0ff Nucleic: Windows Port — untrack scratch + build artifacts 
The .linux-verify/ toolchain scratch (13k files incl. a user-space Swift toolchain) and the
windows/ dotnet obj/bin outputs had been swept into the branch; ignore both so the trunk
never carries them.
